We all see panhandlers on the corners, the families living out of cars, and the people sleeping on the concrete. Most of us think, "how many of these people ACTUALLY need our help?". Instead of judging and letting that one person mess it up for the other 99, maybe we should start looking for solutions. Should we be putting more money into gov't assistance or figuring out ways to prevent it in the first place?
